Fitting out an 11 m² bedroom in the roof space of a 52 m² building used as a wine store and garage does not entail a change in the use of that building. The authorities therefore do not act unlawfully in not objecting to the prior declaration of works submitted for that conversion and for the opening of a window in the façade of the building.
